Authorisation of research institutions

In order to access microdata under Statistics Denmark’s microdata schemes, the individual research/analysis environment must first be authorised, i.e. the environment must enter into an agreement with Statistics Denmark on access to pseudonymised microdata under Statistics Denmark’s microdata schemes. Only permanent research and analysis environments with a responsible manager and several researchers/analysts can be authorised.

Types of institutions that can be authorised

The following environments located in Denmark may be considered for authorisation, provided that they meet the criteria for applying:

  • The user group defined under the framework agreement between Statistics Denmark and Danish e-infrastructure Cooperation (DeiC): Publicly funded research and analysis environments (i.e. universities, sectoral research institutes, ministries, agencies, etc.), as well as general charitable foundations in Denmark.
  • In the private sector, the following Danish organisations can obtain authorisation:
    • Nongovernmental organisations
    • Consultants — however, these cannot access microdata containing company data. The Director General may grant an exemption from access to company data to consultancy firms carrying out research on company data for a public authority or a nongovernmental organization, provided that this is done under the authority’s or organisation’s data responsibility.
    • Other companies can be authorised, but cannot get¬ access to microdata containing company data.
Requirements for the application

In order to be eligible for authorisation, the environment must have a high and sustained focus on data security, several people with the skills to handle register data/large data volumes, as well as a size that ensures that these competencies are maintained in the environment (including in case of staff changes).

In order to ensure this as best as possible, we have laid down minimum requirements that must be met before a research/analysis environment, can apply for authorisation.

  • In the environment, there must be a personnel manager, who agrees to be responsible for the authorisation and supervise compliance with the rules in the authorisation agreement, including continuously ensuring that all persons who need access are familiar with the rules on access to microdata, including rules for transferring results.
  • As a minimum, there must be at least three people in the environment, who have concrete experience in handling microdata/large data volumes and solid knowledge of our data security rules. Experience may have been gained, for example, through previous access to pseudonymised data under the micro-data schemes, or by having otherwise gained experience in handling register data
  • For private environments, the environments must be at least one year old before they can be considered for authorisation
  • The environment must appear on the organisation’s website
How Statistics Denmark assesses the application

For each authorisation application, Statistics Denmark carries out a concrete assessment of the environment, with special emphasis on the environmental competences in the handling of microdata, as well as knowledge of the data security rules that apply to access to microdata under Statistics Denmark’s microdata schemes. Statistics Denmark’s Director General must approve the authorisation.

If an environment is approved for authorisation, the environment must also enter into a data processing agreement with Statistics Denmark.
