Public Funding for Cultural Purposes

These statistics present annual accounts of the public funding for cultural purposes in DKK million by cultural domains, purpose, financing arrangement and financing type. The statistics detail the funds allocated by the central government and local authorities for purposes within the domain of the Ministry of Culture. Funds are allocated to cultural institutions, projects and individuals and are used for operating institutions, subsidies for specific activities and projects, scholarships, etc.

Data description

The statistics present the public funding for cultural purposes in million DKK by cultural domains, purpose, financing arrangement and financing type from 2007 and onwards. The statistics detail the funds allocated by the central government and local authorities for purposes within the domain of the Ministry of Culture. Funds are allocated to cultural institutions, projects and individuals and are used for operating institutions, subsidies for specific activities and projects, scholarships, etc. The revenue from the Media License Fee is included in the figures. Financing sources are presented in the statistics irrespective of the actual method of payment. Municipality budgets are calculated net of reimbursements from the State Budget. Up to 2009, the statistics are based on the National Accounts, whereas from 2010 statistics are based on the National Budget and the Supplementary Funds at the time of preparation.

Classification system

Cultural statistics are structured in culture domains, which are defined on the basis of UNESCO's culture concepts, cf. the publication UNESCO Framework for Cultural Statistics. The 28 different cultural domains are adapted to Danish conditions and are for the sake of clarity aggregated in six main cultural domains, cf. Statistical concepts and definitions.

Financing Types are Construction (works), Distribution funds, Operation costs, Personal, and Project

Financing Source comprises the National Budget, Lotto Funds, License Fee and Municipalities/Municipality budgets.

Transversal Cultural Domains are transversal and comprise the Children and Young Peoples domain (until 2013), Education, Research and International Activities (until 2013).

The statistics cover all cultural domains.

Statistical concepts and definitions

Finance Committee Document: A grant application to the Parliament's Finance Committee in addition to funds specified in the current Finance Act.

Statistical unit

The statistical unit is the individual funding/grant paragraph (purpose).

Statistical population

The statistical population is the union of all culture relevant state and municipal funding accounts.

Denmark.

Time coverage

The statistics cover the period from 2007 and onwards.

Not relevant for this statistics.

Unit of measure

DKK million.

Reference period

The reference period the fiscal year. The reference time for the state funding is the time of adoption of the National Budget by the Danish Parliament in December prior to the fiscal year. The Parliamentary Committee on the National Budget usually endorses the Supplementary Funds Record in May of the fiscal year. The annual budget record on determination of the Media License Fees is usually endorsed by the Parliamentary Committee on the National Budget in the beginning of the fiscal year. Municipal Budgets must be adopted no later than the 15th of October prior to the fiscal year.

Legal acts and other agreements

According to the Statistical Code of Statistics Denmark § 6 data are drawn from other public authorities and existing registers and and are provided voluntarily by the Ministry of Culture on the basis of a special agreement. The data collection is not based on an EU regulation.

Cost and burden

Response burden is zero, since all information is derived from registers. Data are collected by the Ministry of Culture and from the municipal budgeting system.
